SEC cannot declare the results?

Dan adds the ruling party did not have enough votes to declare election results as victors, which is why they paused the session of the SEC for several hours, trying to secure the presence of their current coalition partners and other, much smaller actors of yesterday’s election race.

According to the Law on Election of Councillors and MPs, the State Election Commission consists of a president and ten members in the standing composition, and one authorized representative of the submitter of the electoral list. For this election, SEC got 14 authorized representatives of electoral lists.

The State Election Commission, in accordance with the Rules of Procedure, decides by a majority of all members, which in practice means that the proclamation of provisional election results requires at least 13 votes.
