Surveys have shown: 41.6 - 47 percent of citizens support NATO

The majority of Montenegrin citizens who have the right to vote support membership of our country in NATO and would vote for joining the North Atlantic Alliance on a referendum, surveys conducted by the agencies IPSOS Strategic Marketing and Damar at the beginning of the month, have shown. This is the first time that opinion polls on this issue show that majority of voting age population in Montenegro supported NATO membership, the website has published. 

According to the field research conducted by the agency “Damar” among the 1,100 respondents in 10 municipalities of Montenegro from 8th to 14th June, 41.6% of citizens said they supported Montenegro's membership in NATO, while 39.7% of them opposed it. 18.7% of the respondents said they did not know if they support it or not.

“These results show a 5.2% increase in number of supporters of NATO during the past six months, accompanied by a 2.3% decline in the number of opponents of NATO membership,” it was stated in the report.

Field research by the agency IPSOS Strategic Marketing, conducted among the 1,050 respondents aged over 18, in 17 towns in Montenegro from 4th to 11th June, has shown that 47% of citizens willing to participate in the possible referendum on NATO membership would vote for the membership, while 41% of them would be against it.

“Compared to February 2015, public support for NATO membership has increased by about 10%. These percentages have been applied to the number of voting eligible population, which means that Montenegro’s membership in NATO is currently supported by about 260,000 citizens. In February there were between 185 and 190 thousand citizens supporting the cause," it was explained.

In its survey, the “Damar” agency concluded that in the past four and a half year the number of supporters of NATO membership has been slightly increased, as well as the percentage of its opponents, due to parallel declining trend in the percentage of those who do not have a clear position on this issue.

“Since the end of 2014, there has been a decline in the percentage of opponents of joining NATO and a slight increase in the percentage of NATO supporters. The results of this survey has shown that the percentage of those who do not have a clear position on the issue yet has also slightly declined,” the agency “Damar” communicated.

They added that public opinion in Montenegro was divided at this point in relation to whether Montenegro should become NATO member state.

“However, if you take into account trends in the level of support for NATO membership, it could be concluded that it is constantly increasing and that the raise might be relatively slow, but it is also steady and continuous, which was recorded by the “Damar” agency, in the period from July 2010 until the end of 2014,” the agency concluded.

Reasons for support/opposing NATO membership, according to “Damar” are the following:

Supporters of joining NATO, pointed out the following reasons for their choice as most important:  

- NATO will guarantee preservation of Montenegro sovereignty - 37.4 percent
- NATO will guarantee that a bloodshed will not be repeated in the Balkans - 33.1 percent
- NATO membership will contribute to the development of relations between Montenegro and the EU and the US - 12.7 percent
- Investing in Montenegro, the inflow of foreign investments - 12.6 percent
- Defence System efficiency - 3.1 percent
- Something else - 1.0 percent

On the other hand, respondents who DO NOT support joining NATO pointed out the following reasons as crucial for their choice:

- Because NATO bombed Serbia and Montenegro - 45.4 percent
-  Because NATO has always been against Slovenian countries - 14.6 percent
- Because NETO military bases would be in the territory of Montenegro - 9.7 percent
- Because the authorities in Montenegro are committed to NATO membership in order to preserve their positions - 6.7 percent
- Because Montenegro would become a potential target of terrorist attacks after joining the Alliance - 6.4 percent
- Because membership in NATO would mean an obligation of sending our soldiers to foreign battlefields - 6.3 percent
- Because Montenegro has not been in a danger - 5.6 percent
- Because joining  and membership in NATO cost a lot - 2.9 percent
- Because Montenegro can defend itself on its own - 2.4 percent

“Damar” Agency research:

The field work conducted from 8th to 14th June 2015, among 1,100 respondents in 10 municipalities (Central region: Podgorica, Niksic, Cetinje; Southern Region: Bar, Herceg Novi and Ulcinj; Northern region: Bijelo Polje, Rozaje, Pljevlja and Berane )

Stratified sample (citizens of Montenegro aged 18 or older)

Standard statistical error is ± 2.95 percent for the incidence of 50% with a confidence rating of 95%

IPSOS Agency research:

The field work conducted from 4th to 11th June 2015, among 1,050 respondents (aged over 18) in 17 areas (territory of 130 polling stations in urban, suburban and rural zones).

Sample: Montenegrin citizens; three-stage random representative sample, stratified sampling. Units of the first stage: territory of the polling stations. Post-stratification: according to gender, age and region.

Error: ± 1.33 percent for the incidence of 5%; ± 2.64 percent for the incidence of 25%; ± 3.05 percent for the incidence of 50%
