This is clearly stated in the Law on Electoral Roll.
“Interior Ministry shall conclude the electoral roll 10 days before the date of the elections. The Ministry shall submit the decision on electoral roll conclusion to the SEC within 24 hours from the time of its adoption”, it is said in article 18 of the Law on Electoral Roll.
SEC also announced that.
“The Ministry of Interior concludes the electoral roll by a decision 10 days before the date of the elections. Deadline: No later than 5 October 2016 until midnight”, the SEC stated.
