He noted that the international community too often fails to prevent or stop the bloodshed and crimes and the suffering of millions of people.

“The conflict in Syria, which is continuously on the top of the world and the UN agenda, is certainly the most tragic illustration of this. Montenegro expresses its deep concern over the deteriorated security and humanitarian situation in this country, which has both regional and global repercussions. We fully support and advocate an urgent end to violence and emphasise the extreme need for all parties in the conflict to respect international law and UN resolutions, in order to reduce the number of victims and suffering of the Syrian people”, said Djukanovic.

According to him, fragile and deteriorated state of the global peace and security and the accompanying effects of such state are a clear indicator that a global approach has to be applied. He said that the culture of reacting to and managing violence had to be replaced with the culture of its prevention.

“A minor investment in prevention can have multiple and far-reaching benefits in mitigating the enormous consequences and the price of wars”, Djukanovic said.

He said that Montenegro’s enthusiasm and commitment to the mediation was encouraged by the strategic orientation of Montenegro and its commitment to dialogue and cooperation in good faith as the best ways to overcome the differences, calm tensions and achieve durable solutions.

We are witnessing that the world is facing a humanitarian and refugee-migrant crisis that has not been seen since the end of World War II.

“The UN must take a leadership role and be more proactive in finding long-term solutions to the global problem of refugees and migrants. The solutions should be based on the division of the burden and responsibilities, as well as on international law and human rights of refugees and migrants”, said Djukanovic.

He pointed out that the world continued to be under constant stress because of threats from terrorism and violent extremism.

“Terrorist attacks worldwide and killing civilians serve to remind us that we have achieved only limited progress in dealing with this complex and evolving phenomenon. Therefore, more resolute efforts, unity, coordination and a more active role by every UN member state are required. We must be aware that our actions to fight terrorism must be focused on preventive measures, ie social, economic and political situation and the inclusion of vulnerable and marginalised groups, since people who easily accepted radicalism primarily come from these groups”, Djukanovic said.

Montenegro proud of Luksic

In order for the UN to maintain and strengthen its central position in the system of global governance, it is essential to reform and adapt to the geo-political reality of the 21st century and the modern democratic achievements, Djukanovic said.

He added that Montenegro welcomes the changes that are introduced in the UN secretary general selection process. According to him, they will contribute to strengthening transparency, competition and merits.

“Montenegro is proud to have offered a candidate for the most responsible position of UN. Thus we give qualitative and quantitative contribution of choosing the best candidate, while reaffirming our commitment to, and in this way, more actively contribute to the universal goals of the Charter. We would like to express the hope and expectation that the new secretary general will be from some of the Eastern European countries, having in mind the need to respect the principle of regional rotation”, the prime minister said.

Djukanovic also called into mind that Montenegro marked the 10th anniversary of UN membership this year.

Since the independence restoration, he said, Montenegro continuously strengthened the country in line with European and Euro-Atlantic standards.

“I am pleased to say that Montenegro is now an example of stability, respect for diversity and multi-ethnicity, reliable neighbour, a respected international partner, a leader in the European and Euro-Atlantic integration in the region. Historical experience has taught us that institutions are the foundation and a guarantee of life of the state and a reliable basis for the rule of law as the most important preconditions for democratic and economic development of any society”, Djukanovic said.

He also called in mind that Montenegro defined integration into NATO and the European Union as a national strategic priority and that it opened 24 out of 35 negotiation chapters with the EU.
