This morning’s issue of Pobjeda daily writes Đukanović was grooming Markovic as his successor from the DPS Congress in June last year, when Markovic – through amendments to the Statute of the party – was appointed deputy chairman of the DPS by its Presidency.
This means Djukanovic revoked all vice-president titles within the party, making Marković his undisputed “second hand” in all things party-related.
Duško Markovic was the chief negotiator on behalf of the DPS when the Government was agreeing to let opposition set terms for the parliamentary elections. It is said that his negotiating skills are half the reason why the opposition accepted to join the executive authority and control the electoral process within the government.
During the election campaign, Pobjeda adds, Markovic was overshadowed by the holder of the party list, Mr. Djukanovic, who carried the party into its first independent participation in parliamentary elections in 18 years.
Markovic has plenty of experience when it comes to working in the security sector in Montenegro. From 1998 to 2005, he was Assistant Minister of Interior for the NSA, and from 2005 to 2010, he served as Director of the National Security Agency. Since 2010, he was appointed minister without portfolio.
Markovic will inherit a plateful – from negotiations with minority parties and forming a government, to the country’s major challenges on both domestic and foreign policy plans. This primarily relates to NATO membership, continuation of European integration, completion of key infrastructure projects, as well as consolidation of state administration after a difficult breakup with SDP.
The new composition of the government will also include personnel changes at the top of the state apparatus. More specifically, Dusko Markovic is expected to compose a different team in the new government. According to Pobjeda, the new Montenegrin government will also include a few non-partisan names.
But who is Dusko Markovic?
Marković was born on July 6, 1958, in Mojkovac. He graduated from the Faculty of Law in Kragujevac in 1983. From 1983 to 1986, he was employed in the legal department of the Brskovo mine in Mojkovac.
He served as Secretary of the Municipal Assembly of Mojkovac from 1986 to 1989, and was the president of the Municipal Assembly of Mojkovac from 1989 to 1991.
He held the office of the Secretary General of the Government of the Republic of Montenegro from 1991 to 1998, and was MP from 1997 to 1998.
Assistant Minister of the Interior Department in charge of National Security is a job Mr. Markovic performed from 1998 to 2005.
He was Director of the National Security Agency from 2005 to 2010, after which he was appointed Minister without portfolio.
Since 2010, he has been the Deputy Prime Minister for Political System, Internal and Foreign Policy and Minister of Justice.
