Consortium Montesolar late with a bank guarantee

Consortium Montesolar, one of the three bidders in Montenegro’s public call for the lease of state-owned land at Briska Gora, in Ulcinj municipality, for the construction of a 200 MW solar project, amended the content of submitted documentation after the deadline bid expired, which, according to the Commission in charge of evaluating the bids, represented an irregularity.

According to the Commission’s report that the government adopted at its latest session, Montesolar required to change the validity period of a bank guarantee after it was submitted. Consortium Montesolar sent an additional letter on 14 September even though the deadline for submitting the bids expired 11 days before that.

“The bank guarantee within the Consortium Montesolar bid is not correct as its validity period hasn’t been aligned with the deadline prescribed in the tender documentation, which represents an essential change in the bid,” it is noted in the minutes from the session of the Commission in charge of evaluating bids, held on 18 October.
