EU money won’t finance the TPP, govt needs new options

Dragica Sekulić

Because the project for the Second Block of Thermal Power Plant (TPP) in Pljevlja cannot be financed from European funds, it did not appear on the national list of priority infrastructure projects, the Ministry of Economy clarified for CdM.

However, valorization of Pljevlja’s energy resources remains a priority, as Minister Dragica Sekulić said earlier and underlined that the Second Block will be built – just with a “slightly different technical solution and a different financial construction than originally planned”.

The Ministry stressed the importance of two contracts signed in March: a contract between EPCG and STEAG Energy Services was signed for the preliminary design of the ecological reconstruction of TPP Pljevlja, and contract between the Ministry of Finance, the Ministry of Sustainable Development and Tourism and EPCG, for the reclamation of the Maljevac landfill.

At that time, Minister Sekulić announced that EPCG submitted to the Ministry of Economy its views on the alternative solution for the TPP’s Second Block.

“What we all jointly focused on is the ecological reconstruction of the First TPP Block and the overview of the entire thermal power complex in Pljevlja. But to be clear – reconstruction of the First Block does not in any way exclude the construction of the Second Block. What it Does exclude is the need for existing technical solutions planned in the past. This means – yes, the Second Block will be built, just not in the way it was originally planned, because the existence of the first block requires a different technical solutions for the second block”, Mrs. Sekulic said in a somewhat vague manner, failing to give any further detail.
