Judicial system is the best proof of strength of a government and society

Efficient, effective and responsible judicial system is the foundation for the achievement of political and legal ideals of a lawful state and the rule of law, which the EU is built on. Therefore, Montenegro, as the first candidate country, which started the negotiation process with opening chapters 23 and 24, must dedicate even more to the implementation of European standards in the domain of justice, said the president of Montenegro, Milo Đukanović, at the Ceremonial Academy on the occasion of the Day of Montenegrin Judicial System. He added that the work of judicial system represents the best proof  of validity and strength of a government and society.

“Apart from high-quality normative framework, legal order should be protected by courts. Courts are irreplaceable link in the chain of every legal system”, said Đukanović.

According to Đukanović, judicial system must be rationally organized, independent, efficient, competent and ethnic, in order to have the its position in modern, democratic societies.

He reminded that judicial reform is one of the most important reform undertakings implemented after the renewal of Montenegrin independence.

“Montenegrin judicial system is still faced with many challenges. One of the biggest is the implementation of reform laws in a way that affirms the rule of law in our country, not only in legal terms but in cultural as well. That requires continuous professional development of every judge individually, improvement of their knowledge and professional skills. Only competent, morally clean, efficient and independent judicial system can answer to all the challenges. Honorary role of the judge is unique”, said Đukanović.
