LIVE: Krivokapić presented exposition, discussion is underway

Prime Minister-designate, Mr Zdravko Krivokapić, is presenting the Work Program of the Government of Montenegro to the members of the Montenegrin Parliament today. Before the prime minister-designate began presenting the exposition, the president of the Movement for Changes, Mr Nebojša Medojević, asked for a break and demanded that Mr Krivokapić update and finish the exposition. However, the President of the Parliament, Mr Aleksa Bečić, rejected that request.

While presenting the exposition, Mr Krivokapić pointed out at one moment that the outgoing government “passed discriminatory and unconstitutional laws with a monolithic vote even when there was no opposition in the parliament”.

“You are the makers of the unlawful law, because you have justified the law with the lawlessness. You have introduced us into the sphere of reality shows “, Mr Krivokapić, sparking reaction of DPS members.

Mr Krivokapić said he “didn’t mean anybody in particular”.

“What kind of democracy are you promoting – you won’t even let me finish. My view does not tell you that I meant you specifically”, Mr Krivokapić said.

Mr Aleksa Bečić diffused tensions.

After Mr Krivokapić finished presenting the exposition, the head of the DPS Club, Mr Danijel Živković, reacted procedurally.

“It is not typical for a prime minister-designate to announce disqualifications at the expense of his opponents in this way. I thought you would act differently. Today, this was a study of a seminar paper. I can consider that as the absence of the idea of how the state policy should be conducted in the next period “, Mr Živković pointed out.

“We are not running away from any challenge, but we want to show with the result that Montenegro should be the most beautiful country in the world, the country which everyone will gladly return to, live in it and incorporate their work into its future. Let us bring all the changes together for the benefit of all of us and not to deal with replacements, but with what is most important, to roll up our sleeves and start real changes “, Mr Krivokapić said.

According to him, complex activities and difficult challenges lie ahead.

“One of the most privileged professions is a political official, and that is why it may have become a lucrative profession. Privileges must correspond only to the needs of the state, as in any democratic country, and that is why a retired prime minister is only a pensioner,” he pointed out.

“I entered politics with my heart, love, faith and desire for better future for Montenegro – love for Montenegro and the people, and with my heart to preserve the ancestral vow, with the desire to create a better future for all of us and our children. We have been given a term of office for changes. Our citizens want to work and live from their work, which is impossible today. It must no longer happen that the interest of the individual takes precedence over the interest of society. There are no individuals or parallel institutions that can be stronger than the state. I will try to be the prime minister who will talk less and work more. I would like to make Montenegro similar to Luxembourg in four years “, Mr Krivokapić pointed out during the presentation.

He points out that at this moment, it is necessary to put the economy, the fight against COVID-19, as well as the true rule of law, and thus make a turn from the previous policy and turn to the prosperity and well-being of Montenegro.

“The editorial policy and professional standards of the public service RTCG remain worrying. At the same time, the cases of the murder of Duško Jovanović and the armed attack on Ms Olivera Lakić are still unresolved”,  Mr Krivokapić added.

At Mr Medojević’s request, Mr Bečić said there were no any constitutional shortcomings.

“The constitution gives the opportunity to present the program, to conduct a debate and to vote at the end. There are no constitutional problems here,” Mr Bečić said.

Mr Meodjević’s request was rejected.

The president of the Movement for Changes, Mr Nebojša Medojević, asked for the session to be postponed so that the prime minister-designate could finish the exposition. Mr Medojević believes that there are omissions that must be corrected.

“There are no measurable parameters to evaluate the work of the Government. We have not had the opportunity to participate in the writing of this document. The prime minister-designate didn’t consult me. This document doesn’t satisfy the system of work of the Parliament. There is no estimate of GDP growth, basic political, ideological parameters, unemployment… This material cannot be called a government work program. This is a minority government,” Mr Medojević said.

He suggests Mr Bečić convene a collegium and give Mr Krivokpaić one day to fix the form of the document.

The session of the Parliament has begun, during which the prime minister-designate will present the work program of the Government. There are two items on the agenda of the session: Election of the President and members of the 42nd Government of Montenegro and Elections and appointments. A total of 62 MPs voted for the proposed agenda, 61 were in favor and one abstained.

Due to the great interest of the MPs to participate in the debate, the session of the parliament can last for a maximum of three days. It is planned that the MPs work today from 12:00 to 8 pm, tomorrow from 11:00 to 7 pm , and on Friday from 11:00 until necessary.

The new government will have one vice-president and 12 ministries.

Mr Dritan Abazović was nominated for the vice-president of the Government and candidates for ministers are: Ms Olivera Injac – Minister of Defense, Mr Sergej Sekulović – Minister of Interior, Mr Đorđe Radulović – Minister of Foreign Affairs, Mr Milojko Spajić – Minister of Finance and Social Welfare, Ms Vesna Bratić – Minister of Education, Culture, Science and Sport, Mrs Jelena Borovinić-Bojović – Health Minister, Mr Jakov Milatović – Minister of Economic Development, Mr Mladen Bojanić- Minister of Capital Investments, Ms Tamara Srzentić- Minister of Public Administration, Digital Society and Media, Mr Ratko Mitrović – Minister of Ecology, Urbanism and Spatial Planning, Mr Aleksandar Stijović – Minister of Agriculture, Forestry and Water Management and Mr Vladimir Leposavić – Minister of Justice and Minority Rights.
