MONSTAT for CdM: Delaying the census in Montenegro would not be an exception

Regular Census in Montenegro has been scheduled for next year. However, since the coronavirus pandemic is still sweeping, UNCECE has reported that some countries are planning to delay it. Serbia has already done that. Statistical administration of the National Statistical Office in Montenegro (MONSTAT) told has told CdM that delaying Census in Montenegro due to the pandemic would not be an exception.

“Official Statistics program 2019-2023, published in the Official Gazette of Montenegro no. 7/19, envisages that Census should be conducted during 2021. However, some UNECE members are planning to delay it. Montenegro would not be an exception”, MONSTAT stated.

MONSTAT didn’t give precise answer to the question about who is in charge of that, but instead they explained that UNECE recommendations had defined that censuses should be carried out in Round 2020.

They say that the year of the census in Montenegro is stipulated in the Law on Census, whose Draft is in the final preparation phase.

Since the new government in Montenegro hasn’t been formed yet, it is uncertain if public discussion will be completed within the set deadline.

Census is the most demanding and most important statistical action in a state. It represents the most valuable source of data on demographic movements in a state.

“One of the objectives of census is the comparability of data. But the delay would not affect the comparability of data”, MONSTAT states.

Eurostat thinks that coronavirus pandemic had direct impact on the production of European statistics.

Due to the pandemic, with no end in sight, European states are considering different scenarios, adapting plans and developing additional strategies for the census.
