Turning Montenegrins into second-class citizens in their own country and turning Montenegro into a vassal state in terms of its relations with Serbia, is the fundamental idea of the amendments to the Law on Freedom of Religion, directed by the Serbian Orthodox Church and its secretariat in the Montenegrin government, based in the Ministry of Justice.
