No Constitution amendment without 3/5 majority of all voters at referendum

Numerous lawyers reacted after Prime Minister Milojko Spajic said earlier today that amendments to the Law on Citizenship would not allow new citizens to vote in the next 10 years. Lawyers warn Spajic that the Constitution stipulates that the right to vote is acquired after two years of residence, and that this right cannot be changed by law. According to some lawyers, the amendment of the article of the Constitution must be confirmed in a referendum by a 3/5 majority of all voters.
