Pažin: We will amend the Constitution if necessary

Vice-president of the Government and Minister of Justice, Mr Zoran Pažin, called on the MPs yesterday to start the law reform. He also suggested amendments to the Constitution, if necessary.

According to Pažin, election of the Supreme State Prosecutor depends on the government and the opposition.

“If you don’t mind me saying so, the opposition assumes greater responsibility in this case. DPS and the coalition want the Supreme State Prosecutor but we are aware that we need a constructive dialogue over that matter. I don’t want to accept that there’s nobody in Montenegro who would be able to perform that function responsibly, consciously and highly-professionally”, said Mr Pažin.

He called on to open dialogue on the matter.

“Supreme State Prosecutor can’t be a party professional but a real professional, ethically based, whose knowledge can respond to the challenges. I don’t believe you think there’s anybody like that in Montenegro. Let’s initiate reforms, amend laws, even Constitution. Let’s stop talking from our party positions, let’s act as responsible individuals who want the best for Montenegro”, said Mr Pažin yesterday in the Parliament.

He said that he had never had a dilemma over whether Saša Sinđelić should be extradited to Croatia.

“Although I heard some derogatory comments about my conduct in this matter, I never had any dilemma”, said Mr Pažin.

He said that he “is a legalist who couldn’t prejudice the procedure”.

Mr Goran Danilović asked if our Supreme State Prosecutor’s Office could ask for the formation of the joint research team in cases regarding the extradition of Svetozar Marović. Mr Pažin answered that Article 5 of the Law on the Legal Assistance in Criminal Matters couldn’t refer to cases that had been already closed or in the extradition phase.

“Extradition only refers to pending cases regardless of whether there’s need for the investigation to be widened outside Montenegrin borders of need for the international legal responsibility and assistance”, Mr Pažin said.
