PM Marković: There are no risks for peace and stability of the country

During the Prime Minister’s Questions held today in the Parliament of Montenegro, Montenegro’s PM, Duško Marković, said this country won’t break diplomatic relations with the Russian Federation, but will patiently and reasonably strive to raise relations to a higher level.

Namely, the Democratic Front (DF) MP, Nebojša Medojević, used the opportunity to ask the Prime Minister if there were risks for peace and stability of the country after the verdicts for coup attempt had been pronounced, and PM Marković replied: “There are no risks for peace and stability of the country after the verdicts of attempted terrorism had been announced, and there won’t be any risk even after a final verdict. The State must and can ensure the security of every individual and family in Montenegro, and, of course, the execution of decisions made by state bodies.”

Verbal conflict between PM Marković and Mr Medojević

Mr Medojević continued by insulting the Vice President of the Government of Montenegro and Justice Minister, Mr Zoran Pažin.

“You are destroying our families and our lives! You think we’ll let Pažin, who came here from Šibenik, to disturb our families?! I’m warning you – this is Montenegro and someone who was not born here can do this only by order of some other parties,” Mr Medojević told.

On these statements, PM Marković said that his [Medojević’s] views have been the greatest threat to Montenegro.

“You are so contradictory that your rhetoric and views are the biggest threat to Montenegro. You’re telling us today where some people live and where they come from, and that those same people have less rights than other citizens. It’s fascist rhetoric!” the Prime Minister explained.

No dialogue and compromise without the DPS

On the additional question whether he intends to “launch a serious state initiative of achieving broad civic consensus in the Montenegrin society, based on the principles of the rule of law, rational economy and an integrated state in terms of politics and culture”, PM Marković said this Government has been continuously calling for the dialogue.

“We’re open for the dialogue. You should explain your colleagues from the opposition that there’s no dialogue or compromise without the DPS. The DPS is a real political party and not some imaginary political force regardless of what you think about its management.”

He emphasized that the ruling coalition wants to divide duties and responsibilities referring to the future of the country with the opposition. “You have been criticizing our policy and trying to win us in the elections. Do you really think we enjoy being in power for 30 years?! We want to divide responsibilities,” PM Marković noted.

Government does not introduce populist measures but leads policy whose benefits citizens can feel

The DPS MP, Ms Marta Šćepanović, asked the Prime Minister about his opinion on the social dialogue that the Government has with trade unions and employers related to the issue of several systemically important solutions, and he said that “almost 18,000 citizens have been employed since the beginning of the mandate of this Government and that, besides the motorway, we jointly construct and reconstruct other roads, schools, kindergartens and health care institutions.”

The number of employees and pensioners who have resolved the housing issue is also impressive, according to him.

He made a point of being clear about one thing – the Government of Montenegro does not introduce populist measures or make swift decisions.

“The economic policy has been transformed into benefits that are felt by every citizen and in every Montenegrin home,” PM Marković was adamant.

Speaking about social dialogue, the Prime Minister said that Montenegro is one of the few countries whose Constitution prescribes the existence of the Social Council, which harmonizes the interests of employees, employers and the State.

The Government halted the recruitment in public administration

The Prime Minister said the Optimization Plan doesn’t mean dismissal of employees at the expense of the quality of providing public services, but that this is a process that will, due to good planning in optimal time, lead to an increase in the quality of work, along with rationalization of jobs and relocation of employees from the administration in the economy and other industries, in accordance with the best practices and needs of citizens.

Responding to the second part of the question to assess the fact that EUR 20 million less of excise tax on tobacco products was collected in 2018 than in 2017, PM Marković said that total revenues from excise duties in 2017 were about EUR 10 million higher than what is planned by the Fiscal Strategy and that according to the comparative data of the Ministry of Finance for 2017 and 2018, the volume of sales of tobacco products dropped by 43%. In addition, the budget revenues from the excise decreased by 27% in the first six months of 2018.

“We do not have a magic wand to make things better at once,” noted he.

We should convince the Tomkić family that Montenegro, i.e. Berane is safe and secure home of every citizen

On behalf of the Parliamentary Club of the Bosniak party, the coalition “Shqiptaret and Vendosur – Albanians Decisively” – Forca, DUA and AA and the Croatian Civil Initiative, Mr Adrijan Vuksanović asked the PM to assess the safety of Igor Tomkić from Berane two months after the nationalistic attacks happened to him & his family.

“I’m sad to hear that the Tomkić family plans to leave Berane. This case must not endanger the multiethnic harmony that exists in our state.”

Montenegro has been strong enough to ensure safe and secure life for every citizen, he added.

Construction of military polygon on Sinjajevina has never been planned

As for a military polygon on Sinjajevina, PM Marković explained: “We don’t plan to build a military polygon on Sinjajevina. The armed forces would use this area only for their trainings, they would help the construction of road infrastructure thus providing multiple benefits for the locals.”
