Primorka affair: Director of NLB recruited officials from Ministry of Finance?

Owner of company Krizma trade Nebojsa Boskovic, secretary general of community of municipalities Refik Bojadzic, Boris Buskovic, Vinka Marovic, Sonja Becovic, Sefik Kurtagic, Mitar Bajceta, Darko Konjevic, Irena Mijanovic, Biljana Boskovic and Vukica Perovic, arrested in Primorka affair, got sentenced to 30 days of detention yesterday after a hearing with the investigative judge.

Aside from these 11 persons, the warrant includes current advisor in Embassy of Montenegro to Brussels Predrag Stamatovic, who announced he would soon return and give himself over to the authorities, then Slovenian citizens Crtomir Masaric and Serbian citizens Svetozar Markovic and Milenko Markovic.

The list of suspects has a legal entity as well, NLB bank, that allowed for a credit of 14.4 million EUR, that Government of Montenegro guaranteed for on July 1st 2010 with 4 million EUR.

The credit in question was taken by company Melagonija primorka, and aside from Government’s guarantees, they put the whole of property of the company as a guarantee.

The credit funds were allocated for obligations of the companies that belong to Nebojsa Boskovic.

Criminal plan

According to the warrant for investigation that Weekend Edition of Dnevne Novine daily was able to review, Boskovic is charged along with the former director of NLB Masaric that he had come up with a criminal plan to use his companies Krizma trade, Krizma motors and Melagonija primorka to buy the property of Primorka, that was in bankruptcy, on very favorable conditions.

The purchase would be funded with the credit of NLB, and thanks to false financial situation demonstrated in said companies and claim that the credit was to be used to facilitate production in Primorka and payment for workers, they have managed to get state aid from the Government.

Commission allocated “help”

Boskovic had a task to establish a fictitious company abroad, to use in his criminal plan, and to find individuals that would put together documents with false content. The task of Crtomir was to approve of the said credit and ensure contacts in Ministry of Finance in order to acquire state aid.

They were assisted by officials at the time, Predrag Stamatovic, who was chief of the cabinet of the minister, Boris Buskovic, Sonja Becovic, Sefik Kurtagic, as well as members of commission for control of allocation of state aid, Mitar Bajceta, Refik Bojadzic, Darko Konjevic and Vukica Perovic. They have enabled state aid for Primorka, that was not allocated for payment of workers, but for covering losses of Boskovic’s companies.

The members of the Commission, aside from approving the aid, did not make any further controls that they were lawfully obligated to do, thus ensuring 2.122.045 EUR for Krizma trade.

Bankruptcy and guarantees

According to the warrant of NLB bank on April 10th 2009, they approved the credit for Krizma based on the conclusion of the Government on reprogram of previous debt, although the conclusion was not adopted nor were the funds properly put into the procedure for allocation of state aid. Predrag Stamatovic then created and signed reasoning for allocation of state aid to Krizma trade, although it was already given.

Instead of facilitating production and paying the workers, as it was stated in the falsely created plan of Milenko Markovic, bankruptcy occurred and state guarantees were activated, all in favor of NLB Montenegro Bank and Krizma group.
