Scekic’s management of FZO before VDT, nearly €90m not covered

The State Audit Institution (DRI) has given a double adverse opinion on the operations of the Health Insurance Fund (FZO) for 2021, which was then managed by the current Minister of Health, Dragoslav Scekic. The audit has determined, among other things, that FZO’s payments in the amount of €88,599,103.99 were not validated by public health institutions. The report was forwarded to the Supreme State Prosecutor’s Office (VDT).

Due to the scope and nature of the identified irregularities and deficiencies, the competent DRI board has determined that the Minister of Health should be informed of the Audit Report in order to take measures under his jurisdiction. It is interesting that the Minister of Health, Dragoslav Scekic, who should take measures within his jurisdiction, is Dragoslav Scekic (the same person), who was the FZO director.

The FZO director, the Prime Minister, the Parliament Speaker, the Committee on Health, Labor and Social Welfare, the National Council for the Fight against Corruption, the Protector of Property and Legal Interests of Montenegro, as well as the Supreme State Prosecutor’s Office will be presented the Report, all in accordance with the Protocol on the Cooperation of the Supreme State Prosecutor’s Office and the State Audit Institution.
