Montenegrin local self-governments have settled many unresolved cases in the process of the legalization of illegally constructed buildings.
Percentage of unsettled administrative procedures at local level amounted to 10,02%.
“Reasons for such high percentage of unresolved cases is the impossibility of authorities to act in the legalization procedures before the adoption of the General Regulation Plan of Montenegro as well as great amount of undelivered decisions on real estate tax die to change of address of a taxpayer, death of the owner and unfinished procedure relating to the inheritance matters”, the Report on the activities in administrative matters.
Government of Montenegro has initiated a great project of the development of the General Regulation Plan of Montenegro.
Drafting of the plan will cost €2 million. It is a spatial plan by 2040, the most important planning document for social and economic development of Montenegro.
Authorities at central and local level settled 2.610.695 administrative cases last year.
According to the data, citizens are mostly satisfied with the decisions made by the state and administration.
As measures for the improvement, Ministry of Public Administration has recommended adherence to legislative tasks of allowing the party to give his/her opinion on the results of the investigative procedure before public authority renders decision.
Ministry has reiterated that General Regulation Plan needs to be adopted.
With the aim of applying fundamental principle and rules of the administrative procedure, efficiency and cost-effectiveness, Ministry has suggested publishing templates, instructions, decisions and other enactments on Internet pages of public authorities.
