Radulović: Ambassador’s function comes to an end upon Govt’s notification to the receiving state

At a press conference on the occasion of the visit of the Northern Macedonia Foreign Affairs Minister, Mr Bujar Osmani, Montenegrin Minister of Foreign Affairs, Mr Đorđe Radulović, has announced that he is informed that President Milo Đukanović will not sign the decision to recall seven ambassadors.

Mr Radulović said that there are mechanisms of international conventions that enable the ministry to recall ambassadors without Đukanović’s signature, referring to Article 43 of the Vienna Convention, which states – that the function of a diplomatic agent ceases when the government notifies the receiving state that the function of the diplomatic agent has come to an end.

With reference to the announced interviews with the ambassadors, Mr Radulović has said that they will be done in phases, beginning as of next week.

Speaking about the ambassadors, Mr Radulović said that the ambassador of Montenegro to the USA, Mr Nebojsa Kaludjerović, participated in the case of Ms Mirna Nikčević and that he was already diplomatically responsible for that.

“Mr Kaluđerović is retiring in exactly seven days and ending his term,” Mr Radulović announced.

He believes that Ambassador Željko Perović should be recalled.

“Ambassador Željko Perović is certainly a career diplomat, but… He was involved in Mirna Nikčević’s case and disciplinary action was taken against him. I think he should be recalled as well. He interfered in the political life of the country by sending a letter to Mr Dritan Abazović. I don’t think he should be recalled because he has a political attitude, but we must not allow a career diplomat like Mr Perović to send letters to political agents in order to influence the electoral will of the citizens,” Mr Radulović concluded.
