He was arrested upon the order of the Special Prosecutor’s Office on suspicion of being a part of the criminal organisation engaged in the construction of the concert plateau on the beach of Jaz and a boulevard in Budva.
At the end of last year, Special Prosecutor’s Office launched an investigation against 13 citizens of Budva on suspicion of abusing office and costing municipal budget more than €10m in the cases Jaz and TQ Plaza.
In the case of Jaz, it has been suspected that the former leaders of the municipality and members of the commission for assessing the value of work on building a concert plateau at the beach of Jaz paid to the company Gugi Komerc €2m more than the actual value of the works performed.
Gugi Komerc built the plateau in 2007. Then in early 2008, the former president of the municipality Rajko Kuljaca appointed a commission to determine the value of the works. The commission assessed that the total value of the works amounted to €6,700,333, although the real value, according to the prosecutors, was €2,105,770. On the basis of such a report, the Municipality of Budva later allegedly carried out the payments in the amount of 60% of the works value, or €4,020,200, although it should have paid only €1,263,462. Thus, as stated in the order to conduct an investigation, the company Gugi Komerc obtained a material gain amounting to €2,144,429, costing the Municipality of Budva the same amount.
