The Government of Montenegro and the European Bank for Reconstruction and Development (EBRD) signed a loan and project agreement for the construction of the second section of the Bar–Boljare highway, from Matesevo to Andrijevica. The project is backed by €150m in EU grants and a €200m favourable loan from the EBRD.
Prime Minister Milojko Spajic announced that this marks a new chapter for Montenegro’s development, emphasising the highway’s importance for economic growth, regional connectivity, and EU integration. Construction preparations are expected to begin in September, with the tender process for contractors nearing completion.
EU Ambassador Johann Sattler highlighted that this is the largest grant the EU has ever awarded to Montenegro, emphasising the need for transparency, environmental protection, and high standards in implementation.
EBRD’s regional director Matteo Colangeli noted this is the 100th EBRD-supported project in Montenegro, bringing total investment to over €1bn. The highway is seen as a strategic investment for tourism, trade, and unlocking the economic potential of northern Montenegro.
The project is co-financed by EU grants, the EBRD loan, and the Montenegrin state budget. Transport Minister Maja Vukicevic confirmed all legal, technical, and procedural requirements have been met, with detailed planning and consultant contracts already in place.
