Mayor of Kotor Vladimir Jokic still has not cleared up the issue of his citizenship status at the time of his election.
Kotor Basic State Prosecutor’s Office launched a case last week, after the Ministry of Interior initiated proceeding for stripping Jokic of Montenegrin citizenship. Police found documents that lead them to believe Jokic was Serbian citizen at the time when local elections were held.
If it is conformed to be true, Jokic has certainly violated the Law on Selection of Counsellors and MPs. It is a reason for Kotor prosecutor’s office to check whether there are elements of criminal offence prosecuted ex officio in Jokic’s conduct.
This case is far from simple, which his party, Democrats, is well aware of.
If it is determined that Jokic broke the Constitution and the law, in addition to his personal responsibility, all the decisions he made as a mayor will be questioned. All local administration officials’ decisions will also be questioned since they have been named in positions unlawfully.
State Administrative Inspectorate determined that the following officials were named against the law: legal advisor Jovan Ristic, economy advisor Ana Radovic, acting chief administrator Zoran Zivkovic, acting secretary for property Nadja Al Saraj, acting secretary for local revenues and finance Petar Djakonovic, acting secretary for spatial planning and construction matters Nenad Popovic, acting secretary for entrepreneurship development, utility issues and transport, Vladimir Bujisic, acting director of IT centre Ida Waldegg, acting secretary for administration Marina Belja, acting secretary for culture and sport Jelena Vukasovic, acting director for Kotor development Rato Brajkovic and City Council secretary Maja Mrsulja.
In addition to ordering the registered irregularities to be removed, the inspectorate banned Al Saraj, Djakonovic, Bujisic, Waldegg, Vukasovic and Brajovic from performing the duties related to the positions they were unlawfully appointed at.
