Namely, yesterday together with the representatives of employees in primary health care, she met with the Director of the Health Insurance Fund of Montenegro, Kenan Hrapovic, because, as she said, “dissatisfaction of people employed in the primary health care in chosen doctors teams, who received reduced earnings – in some sectors, by €18-€66, and chosen gynaecologists by up to €100”, daily “Dnevne Novine” carried.
“The reduction was felt in the already low budgets. We had two basic questions for the Director of the Fund: why and why now. The reason for the reduction was the fact that there was an increase in the price list of services, and the teams had maximum number of reported patients,” Ms Krivokapic said, explaining that the teams of chosen doctors were financed 50% from the capitation and 50% according to the price list of services.
Also in July, there were a certain number of colleagues on vacation, therefore their compensations for overtime working, additional and extra work were lower.
“It is expected that the salaries in August will be less reduced. We insisted on returning the salaries to the previous level. This is a bad time for corrections when we are negotiating and looking for the ways to increase our earnings. The colleagues from the primary health care have raised a number of issues that are not clearly defined in this sector. For solving these issues, it is necessary to organise a meeting among the Minister of Health Care, representatives of the Health Insurance Fund and representatives of employees in the primary health care as soon as possible,” Mr Krivokapic said.
The meeting was attended by the presidents of the Trade Union of the Health Care Centres in Podgorica, Bar, Bijelo Polje and Plav, Novak Prascevic, Bozika Subasic, Ramo Gutic and Vojislavka Gacevic.
The Health Insurance Fund has harmonised prices only for the part relating to capitation, thus avoiding violation of the Collective Agreement (GKU) because the calculation of salaries of chosen doctors and nurses from the team in accordance with the Methodology is the same or higher than the salaries calculated by applying coefficient of the complexity defined in the GKU, representatives of the Fund explained at the meeting.
