He added that the only alternative to this positive scenario was an escalation of the conflict between warring cartels, liquidations, instability, chaos and pushing the state and its citizens into an abyss of mafia conflicts and helpless state, which would not be able to perform its constitutional functions.
“The escalation of acts of terrorism and liquidations with the political, security and criminal background, as well as conflicts between warring criminal cartels that have been developing for decades under the auspices of the DPS, are endangering the safety of citizens and the State,” said Mr Medojevic commenting on the bombing of the “Grand” cafe in Podgorica.
Mr Medojevic believes that the growing of political and security criminal cartels within the DPS has led to internal conflicts over the division of the pie, which in recent weeks has escalated in the media, law enforcement, prosecutorial and judicial war of rival cartels.
“The disintegration of the balance of influence began with arrests of senior officials of the DPS in Budva where the myth on the organisation and the boss who protects his loyal soldiers against arrest and imprisonment collapsed. This caused panic among the elite who realised that they had themselves to fight for their interests among powerful individuals. Milo Djukanovic is losing his authority as a head of the organisation who reconciles feuding members and protects them all, so an open conflict between the cartels has begun. The first victim of this conflict is the rule of law and safety of citizens and the state of Montenegro,” Mr Medojevic said.
