Adriatic Properties has submitted all necessary documentation for the construction of “Miločer”

Without holding session, the Government has adopted the Information on the First Report on the findings of facts prepared by the “Crowe MNE” audit agency, in relation to the implementation of the project of the construction of “Kraljičina plađa” hotel, Miločer, Budva, according to the mixed operation model. This is five-star hotel complex in Miločer, with 126 accommodation units, €73 million pre-account value. The intention of the investor is to create 229 new jobs within complex.

“In the Report, the controller stated that “Adriatic Properties” spent funds in the amount of €3.973.978 for the purposes of the implementation of the project, i.e. for the execution of preparation works, construction of facility and terrain arrangement and other accompanying activities in this phase. The Report also states that the investor had invested €4.006.381 before the reporting period, which is a total of €7.980.359”, Government said.

Spring analysis of macroeconomic movements

On Thursday, 9 July 2020, Government adopted Spring analysis of macroeconomic movements and structural reforms – 2020.

The analysis has encompassed implementation of economic policy in 2019 and in the I quarter of 2020. At the same time, it provided an overview of sector policies and most important structural reforms in 2019 and to the present period in 2020.

According to the preliminary quarterly data of the Statistics Administration, in 2019 GDP amounted to €4.907,9 million, with 3,6% of real GDP growth. In ten first quarter of 2020, a real GDP growth amounted to 2,7%. Second quarter saw much more radical measures to spread the infection, which considerably affected economic movements.

In 2019, financial sector was characterized by high liquidity and adequate capitalization, with preserved stability of banking sector and improvement of aggregate financial and monetary parameters.

The Analysis notes that positive trends will be temporarily suspended due to expected unfavorable effects of health crisis on the economic movements.

Guidelines of macroeconomic and fiscal policy

Guidelines on macroeconomic and fiscal policy for 2020-2023 have been adopted. The document stated that positive results achieved over the past three years will be temporarily suspended due to symmetric external shock on the economies around the world provoked by the COVID-19 pandemic. According to the present projection, growth rate of Montenegrin economy will amount to 1,4% in 2020-2023, as a consequence of estimated GDP fall of 6,8% in 2020.

The Government has established proposal for the Law on the Amendments to the Law on Scientific and Research Activity to enable high-quality and more efficient work of the Council for Scientific Research Activity.

Government has also established Proposal for the Law on Ratification of the Convention on the Establishment of International Organization for Law Metrology. Adoption of this law is an instrument for ratification, that is, a prerequisite for acceding the Convention.

Government has adopted Decree on Amending the Decree on Banned and Authorized Ways of the Use, Production and Market Placement of chemicals which are unacceptable risk for human health and environment. This Decree will completely harmonize with amendments to the Annex XVII Regulation EC no. 1907/2006 of the European Parliament and Council on registration, evaluation, authorization, and limiting chemicals.

Government has adopted Decree on Transfer of tasks and activities of financial management and internal controls.

Decree on the list of military equipment and products

Government has adopted Decree on the List of Military Equipment and Products, procedure and manner of public procurement in the area of defense and security.

Plan on concessions for using water flows for the construction of hydro power plants

Government has adopted Plan on concessions for use of water flows for the construction of hydro power plants in MNE for 2020. The plan envisages only one concession, on the Komarnica river for the construction of “Komarnica” hydro power plant.

€100.000 for the procurement of the equipment for the Institute for Public Health

Having regard to the current epidemic situation in Montenegro, the Government has adopted Information on the necessity for urgent procurement of laboratory equipment for the Institute for Public Health and approved €100.000 for that purpose.

Government has adopted Information on paying fee for separate living of junior doctors in the sector of public healthcare for May 2020. In that context, Government has agreed to pay 154 junior doctors €54.830,16 for May 2020.

Government has adopted Information on the Conclusion of the Administrative Board of PI Coastal Zone Management.

Hotel facilities determined for quarantine exempt from paying annual fees

Users of coastal zone whose hotel capacities have been determined for quarantine needs will be fully exempt from paying annual fee for 2020.

Information on fire season

Government has adopted Information on the preparation for fore season 2020. All subjects of rescue and protection services are urged to continue with the activities of protection from fires in open spaces and put all available human and material resources in the function of putting out fires.

The Information stated that we are welcoming this fire season ready and responsibly as all subjects have demonstrated high level of responsibility and preparedness to contribute to the preparation for the season of fires.

Government adopted Information on the selection of the best state servants on the occasion of marking International day of Public Administration. Expert commission has named the following servants: Stoja Roćenović (Ministry of Finance) for the greatest contribution to the transparency of Public Administration, Mr Anton Gojčaj (Ministry of Defense) for the greatest contribution to digitization and development of e-administration, Ms Marina Matijević (Ministry of Education) for the most innovative project in the area of service provision.

For full commitment and devotion in special circumstances, the following persons have been awarded: Mr Rajko Minić, Police Department officer, and Dr Ljubica Radunović, member of the Crisis Unit in the Clinical Center of Montenegro, Ms Ksenija Mirković, Ms Mirjana Begović and Ms Ana Gojković, were awarded for the greatest contribution to the public administration reform in 2019. The awarded will be given a variable part of the salary (€500 net).

Report on the work of State Commission for control of public procurement procedures

Government got acquainted with the Report on the work of State Commission for control of public procurement procedures. The report states that State Commission had a total of 379 cases last year., 365 of which were settled.

Government has adopted the Report on the implementation of Action plan for the improvement of business environment, encompassing a total of 26 activities.

Government has given approval on the Rulebook on internal organization and systematization of PI Kraljevsko pozorište “Zetski dom”.

Government has adopted Decision on the establishment of public interest for the expropriation of real estate for the purposes of the construction of 10 KV of underground cable line to the switchyard of the angle-tension column in the transmission line Slatina, Mojkovac. This decision will create conditions for obtaining construction permit for the project that will ensure safer and high-quality electricity supply.

Government has adopted Decision on giving state-owned forests for use by selling wood in Rožaje, Pljevlja, Nikšić and Plužine.

Draft Amendments to the State Study on the “Rt Đeran- Port Milena” location

Government has established Draft Amendments to the State Study on the “Rt Đeran- Port Milena” location, Municipality of Ulcinj.

Government has adopted Information in relation to the realization of the Agreement on the concession on the grounds of energy license for the construction of small hydro power plant in the part of Pecka water flow. It was agreed that ultimate deadline for the completion of the construction phase should be 31 December 2020.

Government has adopted Information on sampling gunpowder from ordnance and agreed that sampling should be carried out by “Poliex” company without charge.

Government has adopted Report on the Implementation of the plan for sustainable use of means for the protection of plants for 2019.

Opinion of the Ministry of Finance, rejecting the Proposal for the Law on the Amendments to the Law on the Personal Income Tax has been accepted.

Government has also accepted Opinion of the Ministry of Finance rejecting Proposal for the Law on the Amendments to the Law on VAT.

Government hasn’t accepted Amendment to the Proposal for the Law on Amendments to the Law on Tourism and Hospitality.

Government has considered Initiative for the initiation of procedure foe the assessment of constitutionality and lawfulness of the article 340 and 341 of the Law on Civil Procedure ad concluded there was no grounds for accepting that initiative.

Government has rendered Decision on the distribution of profit of “Monte Put” for 2019 in the amount of €869.200: €350.000 to “Budućnost” Basketball Club, €50.000 to “Sutjeska” Basketball Club, €30.000 to “Crmnica” local community for paying Sozina and €439.220 to the budget of MNE.

The remaining €372.523 will go to: current activities of “Monte Put” (25%), support for sport, education, cultural and humanitarian organizations and other purposes (5%).
