Agreement sealed: DPS and SD to form local administration in Cetinje

The agreement on forming a ruling coalition DPS-SD in Cetinje will most probably be signed on Thursday. The green light for the agreement should be given by DPS at today’s presidency meeting, CdM learns.

This means that the issue on forming local administration in Cetinje should be solved in the next couple of days, ie two months after local elections in the Old Capital held on 26 November.

It still hasn’t been decided who a new mayor of Cetinje will be. The most serious candidate is Aleksandar Kascelan, the director of Montenegro Bonus and a member of the DPS municipal committee.

It is still unknown how the departments in the local administration will be shared between the parties. There are speculations that SD will take posts of the deputy mayor and secretaries for sustainable development, finance and culture departments. In addition its representatives are to take positions of directors of the Water and Sewerage company, Sports Centre, the Njegos Library and the Property Directorate.

Civic Alliance’s programme director Boris Raonic told CdM that the conclusion of coalition agreements obviously does not run as smoothly as expected.

According to him the reason is the fact that the parties do not negotiate on development and agenda aspects, where the compromise would be easily found even among the biggest political opponents. As he said the parties discuss the staff issues, so everything is more complicated.

“Things would be significantly simplified if the coalition agreement would eventually become public, so it would be clearer to citizens what the parties they supported were fighting for. The bottom line is that the most important issues are the posts and what is in parties’ interest, which proves once again that politics, as a noble skill and profession, is warped in our society,” Raonic is clear.
