In the second quarter of 2025, the average price per square meter of newly built apartments in Montenegro reached €2,201, according to the Statistical Office (Monstat). Prices differed significantly across regions: €2,333 on the coast, the highest in the country, followed by €2,108 in Podgorica, €1,547 in the north, and €1,068 in the central region.
Monstat emphasised that these figures are based solely on first-time sales of new apartments—excluding older buildings, business premises, land, and other property types. The average price is also influenced by the presence or absence of solidarity housing projects, which typically offer lower prices. In this quarter, no such sales were recorded, contributing to the overall higher average.
The report does not reflect market supply and demand directly, but rather the prices from finalised purchase agreements, offering a snapshot of recent real estate transactions in Montenegro’s new-build housing sector.
