As explained in the announcement, the increase was caused by the need for issuing guarantees for loan agreements to municipalities which would enable settling their liabilities and debts, refinancing of current loan liabilities and rationalising local government.
The Government also adopted the Draft Law on Ratification of the Demarcation Agreement between Montenegro and the Republic of Kosovo and the Draft Law on the Ratification of the Demarcation Agreement between Montenegro and Bosnia and Herzegovina.
“Underlining the historical importance of these documents, the Government concluded that their adoption was the best confirmation of the policy of regional cooperation and stability, to which it was fully committed. By their willingness to regulate one of the most important bilateral issues through agreements, while respecting the principles of sovereignty and territorial integrity, Montenegro, Republic of Kosovo and Bosnia and Herzegovina sent a clear message that the countries of the Western Balkans could independently resolve open issues. The adoption of these laws will contribute to the full implementation of bilateral agreements and more efficient fight against all forms of cross-border crime”, the Government said in the statement.
Considering verbal information of the Deputy Prime Minister, Dusko Markovic, on the current problem of migration, the Government concluded that Montenegro was not heavily exposed to the current migration flows.
“The competent departments monitor developments in the region and undertake all necessary preparations for the effective state response to a possible influx of migrants, in case the routes of their movement are directed to the Montenegrin border. In order to achieve unified action of all the bodies and institutions at the national level, the Government adopted Decision on establishing an expert team for preparing a management plan for the migratory waves,” it was said in the statement.
Within the framework of the European agenda, the Government adopted the Strategy of Montenegro for the transposition and implementation of the EU acquis for Chapter 12 – Food safety, veterinary and phytosanitary policy with general and specific action plans, as well as the Programme for development of agriculture and rural areas in Montenegro under IPARD II 2014-2020.
