The Council for Civil Control of Police Work says that on 5 September last year, the police acted unprofessionally towards Branko Martinovic (36) from Cetinje. It is stated that in that case, there was a violation of rights and that the basic expected standard of police action to distinguish between coercive and violent participants in the demonstration, when using coercive means, was missing.
The Council points out that the Police Directorate did not provide information in its statement that the intervention against Martinovic was in any way necessary or justified, nor that it was brought in connection with committing a misdemeanor or criminal offense.
