€100 million for ski resorts by 2022

By 2022, Government of Montenegro will have invested around €100 million in the construction of new ski resorts, inclusive of complete road, electric and public utility infrastructure, said Director of Public Works Administration, Mr Rešad Nuhodžić.

Public Works Administration has over 100 projects to carry out and many sub-projects mostly in the north of Montenegro.

“That’s in accordance with Government’s strategic goal – investing in infrastructure development of the northern part of the country”, points out Nuhodžić.

Capital budget for 2019 totals over €300 million.  More than €60 million has been earmarked for the realization of projects through Public Works Administration. How many projects are currently underway?

Mr Nuhodžić: Public Works Administration currently has over 100 projects and sub-projects i different stages of implementation. Public Works Administration plays very important role in the implementation of projects in all areas: tourism, education, culture, road and public utility infrastructure…

Tourism is strategic branch of Montenegrin development. There are many projects in this area, but ski resorts are certainly the most important for development of tourist offer.

Mr Nuhodžić: Government of Montenegro has been working very hard on creating conditions for full fulfillment of tourist potentials in every municipality. In that context, ski resorts have been recognized as great chance not only for tourism development , but also for improvement of life conditions and job creation. By 2022, Government will have invested around €100 million in the construction of new ski resorts.

Đalovića Cave is another very important structure in tourism. When can we expect this Montenegrin jewel to be fully accessible to visitors?

Mr Nuhodžić: I’d like to take this opportunity and stress a new tourist project –appreciating the value of Đalovića Cave and its attractions. It will be very demanding job, which requires construction of high quality transport infrastructure, visit center on Bistrica River, cable car leading to the cave entrance, as well as equipment and establishment of mounting paths.

We have already done a great job when it comes to access roads. Other segments of the project are under development. According to the preliminary projections, we’ll need around €18 million for the entire project. We believe that cave will be accessible in 2022.

Education institutions are in the realization phase as well. They are being constructed all around Montenegro.

Mr Nuhodžić: Public Works Administration is very committed to projects in the area of education. Twenty days ago, we finished works on the construction of new high school in Golubovci. It will open soon.

Faculty of Arts in Cetinje will be equipped soon, and the terrain around it will be organized properly. Four months ago, we started construction of Elementary school “Dušan Korać”  in Bijelo Polje. It will be finished in the middle of 2021.

New kindergarten in Tuzi has been completely finished, thanks to cooperation with the Council of Europe Development Bank. It will become fully operational in 20 days. Tender for kindergarten in Pljevlja has already been submitted, and preparation of project documentation for pre-school facilities in Ulcinj and Block VI settlement in Podgorica is under way.

We all feel very proud when our athletes are all decorated with medals. We are aware of the importance of sport and healthy lifestyle. Do we have enough sport fields  and facilities for sport activities? Could you tell us what projects are crucial?

Mr Nuhodžić: With the aim of improving conditions for development of Montenegrin sport and providing high-quality working conditions for representation selections and younger categories, we are engaged in several very important sport projects.

One of them is construction of modern football stadium, worth €8,8 million. It is expected to be finished by the beginning of 2021.

Another important project is reconstruction of west tribune of the stadium Sutjeska in Nikšić.

Final phase of the reconstruction of indoor pool in Kotor is just as important. We believe it will be finished by the end of this year.

Investments in infrastructure?   

Mr Nuhodžić: Public Works Administration and Government of Montenegro devote particular attention to the development of infrastructure, as it is one of the most important prerequisites for the improvement of living conditions.

Municipality of Mojkovac has become a huge construction site. Works on new transfer station with recycle center have started recently. Construction of the station will have a positive impact on environment protection.

I’d like to point out works in Plav. By the end of the year, Plav will have a new square.

There’s a laundry list of current projects of Public Works Administration. It’s impossible to count them all. Each one of them is very important.

Are you satisfied with dynamics? Are there any projects which have been delayed? What’s your opinion about the quality of construction works?

Mr Nuhodžić: Being an engineer, I know that construction works are very complex. Sometimes, unforeseen circumstances could affect the planned dynamics of works. Reasons are different: non-compliance with between project solutions and actual state of affairs on the field or just need for improvements of specific technical solutions.

Of course, sometimes happens that projects are delayed due to contractor’s irresponsibility. However, Public Works Administration and Government of Montenegro will not allow any enterprise to jeopardize the implementation of capital projects.

Therefore, dynamics of works is satisfactory, although it could certainly be better.

As far as the selection of contractors and tender procedure is concerned, it is strictly defined by the Law on Public Procurement.

Media wrote a lot about the Proposal of the list of priority projects in 2020. Allegedly, 12 municipalities aren’t on the list. What’s your comment?

Mr Nuhodžić: First and foremost, in order for a project to be part of capital budget, local administration has to propose it for it before the Ministry of Finance. Project-candidate has to meet specific criteria.

It is very important to notice that Priority Projects list contains new projects only, those that will be included in the budget first.
