Electronic Voter Identification System ready by March

As they said, when it comes to electronic voter identification, the Ministry of Interior signed an agreement with the supplier, S&T company, in July for purchasing 1,200 devices for electronic voter identification.

“Software development is ongoing, whereas execution of the first delivery of 300 units is expected on November 20th, and the last one at the end of January 2016. So, if everything goes as planned, the electronic voter identification system will be prepared by March 2016”, MINA news agency learnt in the Ministry.

When it comes to other obligations of the Ministry related to this area, they include adopting instructions for working with the application for electronic voter identification, which is to be done after the software is implemented.

“Municipal Election Commissions (OIK) are in charge of deciding on polling stations and they will do it pursuant to decisions of the competent local self-government bodies,” Interior Ministry stated.

They also stressed they informed the State Election Commission (DIK) that there was a delay in adopting the decisions by OIKs that are required for the full implementation of the Law on Electoral Register. Pursuant to law, DIK is obliged to direct the work of OIKs.

“The delay in the adoption of the aforementioned decisions may cause extending deadlines for implementation of the law,” the Interior Ministry explained.

As stated, it is necessary for DIK to provide adoption of those decisions by the end of the year.

“But the decisions shall be fully in accordance with the Law on Electoral Register, in order for the Ministry to be able to implement them, and not as in the case of certain OIKs the decisions of which we had to return to DIK for update and re-enactment,” the Ministry of Interior concluded.
