At a roundtable organised by the Chamber of Commerce of Montenegro, participants concluded that while the private sector plays a key role in employing the domestic workforce, the state is becoming an increasingly strong competitor by offering more attractive public sector jobs.
A recent analysis by the Employment Agency of Montenegro showed that employers mainly seek skilled workers and vocationally trained professionals, while university degrees are less in demand, revealing a clear mismatch between education and labour market needs.
Business leaders stressed the importance of strengthening cooperation between employers and institutions, offering tax incentives and training programmes, and aligning education with real market demands to encourage young people to work in the private sector.
