The leader of the Democratic Party of Socialists, DPS, Danijel Zivkovic, and the Parliament Speaker, Andrija Mandic, had a heated debate earlier today over the eventual procedure regarding the adoption of dual citizenship and the introduction of the Serbian language as the official language of Montenegro through amendments to the Constitution.
Mr Zikovic asked the Prime Minister, Milojko Spajic, whether he and the government would accept the requests of the Parliament Speaker, Andrija Mandic, to adopt dual citizenship.
PM Spajic answered that he came to parliament with one agenda.
“We should work on a mechanism that would deal with all the topics that divide us. Without broad consensus, the Constitution of Montenegro won’t be amended. Without the broadest possible consensus, including the opposition,” the Prime Minister was adamant.
Mr Spajic also told that the entire parliament should focus on the EU accession process.
Mr Zivkovic then asked the prime minister why he didn’t answer concretely to the questions. And after that, the Parliament Speaker, Andrija Mandic, involved, pointing out that Montenegro had to amend the Constitution.
“It’s what the European partners ask us to do. You know well that there are parts of the Constitution, particularly referring to the Judicial Council, that need to be amended. Having in mind the request of our European partners, Montenegro will need to deal with other topics as well.”
Mr Zivkovic then reacted, telling that he (Mandic) didn’t have legitimacy to amend the Constitution.
The Leader of the DPS noted that both the dual citizenship topic and language were very dangerous topics that might have serious outcomes.
