Owing to a great number of requests for the verification of degrees, Ministry of Education has proposed amendments to the Law on the Recognition of Foreign Educational Documents. Ministry is currently checking degrees mostly in the area of management, economy, law… said representatives of the Ministry. They point out that they can’t influence the quality of degrees in other states, but what they can do is check them.
In most countries, degree quality assessment falls within the competence of labor market or employer.
“Recognition of a degree is based on the principles of Lisbon Convention and entails, among other things, checking if the institution is accredited and the authenticity of degree”, said Ministry representatives.
Number of verification requests for the purposes of employment is on the rise.
Ministry representatives say that do not want to assume that degrees obtained in private institutions are of poor quality, they can only check them further.
Number of requests for the verification of foreign educational document about higher or high education for the purposes of employment amounted to 2.368 in 2017.
“The greatest number of requests refers to fundamental academic studies. That’s a considerable number of degrees. That incited us to deal with the quality of degrees that were obtained in other countries. The verification process must not be blocked in any way, but controls will be enhanced”, said representatives of the Ministry.
Structure of the verified documents indicates that most of them are from the area of management, economy, law and technical schools.
“Our goal is to bring bad practices to an end. Therefore, Ministry points at the problem related to recognition of degrees which is caused by the degrees obtained in some private universities outside the state, which are of poor quality. The new Law will discourage those who think that they can obtain degrees using shortcuts, without violating the provisions of Lisbon Convention”, said Ministry representatives.
