Montenegro and AI: Special focus on tourism, energy, and environmental protection

Montenegro has the potential to enhance public services through artificial intelligence (AI), particularly in tourism, energy, and environmental protection, according to its first AI Readiness Assessment Report. The report emphasises the need for investments in skills, infrastructure, inter-institutional cooperation, and a clear regulatory framework to support AI implementation in public administration.

Key recommendations include leveraging Montenegro’s competitive advantages in tourism and energy, while building AI knowledge among public officials and the general population. AI offers major opportunities in tourism by improving services like reservations and personalised travel recommendations, mirroring global trends.

Government officials, including Minister Marash Dukaj, highlighted the importance of transparency, inclusiveness, and unifying national capacities to harness AI’s benefits. UNDP’s representative Ekaterina Paniklova stressed that AI should support human development and equality. The Scientific and Technological Park of Montenegro will also aid in implementing AI in the public sector and academia.

The report—created using UNDP’s AILA methodology and funded by the EU—will guide Montenegro’s first National AI Strategy. It highlights strengths such as growing institutional awareness and foundational digital infrastructure, aligning with global efforts for ethical and sustainable AI use.
