Montenegro lacks 150 doctors

Health protection situation analysis, carried out by the Institute for Public Health, shows that Montenegro lacks around 150 doctors and over 300 nurses, with discrepancy between the capacities in the hospitals and bed utilization. In addition, one fourth of the employees are administration and non-medical staff.

The analysis shows that there are 1.1616 doctors (28%), 489 medical workers with college and 3493 nurses and technicians.

“In comparison to the countries in the region and in the EU, percentage of doctor ans specialists is very low. It is necessary to increase the number of doctors by 2-3 % annually”, reads the analysis.

There are disparities in the regions, institutions and structure of healthcare workers. Therefore, it is necessary to improve the process of employment planning as well as specialization process.

Bed fund hasn’t been divided into acute and chronic yet and representatives of the Institute point out that it is going to be necessary to do that in the process of secondary and tertiary level of healthcare protection reform.

Low capacity utilization in general hospitals was noted too.

“Number of beds per doctor and nurse/technician ration indicates discrepancies by institutions and levels of bed capacities. Hospital health protection is the most expensive segment of healthcare system which resolves the most complex health problems of the population, with the engagement of specialized staff and use of expensive medical equipment. As its functioning requires considerable expenses, any attempt to use such systems as rationally as possible is justified”, reads the analysis.

Hospital capacity utilization indicator analysis shows that utilization level is different according to levels and institutions.
