On 17 September 2025, Montenegro’s Ministry of Foreign Affairs issued a verbal note to the Embassy of Kosovo in response to gunfire coming from the Kosovo side near the Montenegrin ski resort Hajla Stedim, close to the border. Montenegro has requested that Kosovo identify and prosecute the perpetrators and inform Montenegrin authorities of all measures taken.
The Ministry described the incidents as isolated, but noted that at least two separate shootings have damaged the ski resort’s infrastructure, with both cases suspected to involve gunfire from Kosovo’s territory. One occurred in July 2024, the other on 24 August 2025.
The note was sent after repeated incidents recorded by the police in Rozaje, and Kosovo’s ambassador was officially informed on 22 September 2025. Montenegro also reminded Kosovo of the importance of implementing three bilateral agreements, including the 2015 border demarcation agreement and arrangements for joint border crossings and cross-border traffic.
Despite the incidents, Montenegro stressed that these isolated cases do not reflect the overall commitment of both countries to regional cooperation and good bilateral relations.
