Claims of the Democratic Front (DF) that the Government of Montenegro has launched curfew and that the measures taken to fight Covid-19 are unlawful, are false, the government announced today.
“We wish to recall that the World Health Organization, WHO, declared the global pandemic of the Coronavirus on 11 March, while the epidemic in Montenegro was declared by an official decision on 26 March this year,” it was said in a govt’s statement.

For those who haven’t considered the regulations and consequently come to the wrong conclusions, the govt points out to:
-Article 39 of the Constitution of Montenegro allows restriction of the freedom of movement if necessary to prevent spreading of contagious diseases;
-Article 55 of the Law on the Protection of Population against Communicable Diseases prescribes measures restricting movement in the area affected with the epidemic of contagious disease;
-National Coordination Body for Communicable Diseases was also envisaged by law;
-Orders are not issued by either the government or the National Coordination Body, but by the Ministry of Health, upon the proposal of the Public Health Institute;
-This was the case with the Order of the Ministry No 8-501/20-129/424 from 30 March (yesterday) as well, which was immediately published in the Official Gazette of Montenegro.
“Therefore, there is no curfew – but life, work and movements will take place in a manner appropriate to the current danger and protection of health and life of citizens, with the possibility of daily movement every working day from 5am to 7pm, and on Saturdays from 5am to 1pm. For those performing activities of public interest, exceptions are prescribed,” the government explained.
