Mugoša: Collection of €45 million has been delayed

This year Tax Administration has terminated 160 agreements on re-program, delayed the collection of €45 million, in accordance with the Government decision and submitted 75 proposals of bankruptcy to the Commercial Court, said in the interview with Dan Mr Miomir M. Mugoša, director of this institution.

How much did tax profit amount to in seven months? Did they fall compared with last year?

Mr Mugoša: From the beginning of 2020 to the end of July, Tax Administration made a collection of a total of €609,4 million, €30 million less than in the same period last year.

I expect the continuity of payment to be maintained and that we will compensate the profit we “lost” over the past several months.

What type of tax had most derogation?

Mr Mugoša: Analysis of the structure of the tax collection shows that the segment most hit by the pandemic refers to taxes and contributions on the salaries of the employees. The payment made since the beginning of year amounts to €353, 66 million, around €20 million less than in 2019.

The sharpest decline was recorded in April. As a positive example I would like to mention payment of corporate income tax in the amount of €65.446.094,73, €7 million more than last year.

So far, what amount of payment has been delayed and for how many companies?

Mr Mugoša: Government has adopted Decision on the requirements for the delay of the payment of taxes and contributions and that advantage was used by 9.971 taxpayers delaying €45.120.744. In addition, in accordance with this Decision, liabilities on the ground of reprogram in the amount of over €500.000 have been delayed as well. Tax discipline hasn’t demonstrated downward trend over the past several months given the fact that two thirds of taxpayers have expressed readiness to settle liabilities.

How many requests for the bankruptcy have you submitted to the Commercial Court?

Mr Mugoša: Since the beginning of year, we have submitted 75 proposals referring to taxpayers with a total debt of around €4 million, mostly referring to active taxpayers. During 2019, proposal for the bankruptcy proceedings was prepared for 590 taxpayers with total debt of €56,3 million.

Howe many reprograms on the payment of tax debt in installments have been terminated this year?

Mr Mugoša: Decision on the termination of reprogram for tax claims has been rendered for 160 taxpayers. Total liabilities on this ground amount to €5.345.580.

How much is the tax debt?

Mr Mugoša: We deal with tax debt management on a daily basis, both from the aspect of individual taxpayer and the structure of tax debt. At the end of 2019, total due debt amounted to €378,14 million, €20 million less than in 2018 and €210 million less compared with the previous four-year period.

How far have you come with the establishment of tax police?

Mr Mugoša: That will happen after legislative, organization and logistic conditions are created. Tax Administration has already initiated amendments to the legislative framework, Law on Tax Administration in the first place, with the aim of defining competences of tyx police and providing its full functioning.
