Mugoša had a civic hearing

According to WE of Dnevne Novine daily, Mugoša gave a detailed statement to special prosecutor Živko Savović explaining the business of private and public partnership between the Capital and “Čelebić” company that built the object. He said everything was done in accordance to the law.

Prosecution opened investigation after members of Democratic Party submitted documentation last July, that pertained to partnership between the Capital and Čelebić” company in construction of shopping mall Bazar.

The first case investigates methods and reasons behind company “Čelebić” getting a pass on communal taxes in the amount of 1.662.250 EUR. During the construction of the shopping mall, a decision was in force that entailed fees for public spaces even for objects built in private and public partnership. The decision was latter changed.

Company “Čelebić” stated that no one gave them a pass on taxes, because this was not their obligation. Their company was a co-investor in the construction, and the obligation to pay communal taxes fell to the Capital of Podgorica.

Aside from this suspicious business in the construction, Democrats wanted to know how was the space of shopping mall allocated. In the basic contract signed on December 17th 2010, there was no mention of second floor. It later appeared in an amendment to the contract and included the whole second floor given to a sport company. The Capital invested 4 million EUR in Bazar, same as company “Čelebić”. However, in the allocation, “Čelebić” company got 6 million EUR worth of business spaces, while the Capital got 930 square meters of market and 5676 square meters of parking space.
