The new Law on Tourism and Hospitality defines providing services in tourism industry and hospitality, as well as new models of operation, simplified procedures, and it introduces e-business models. However, the inspection supervision seems to be neglected, emphasized Ivo Županović, of the Faculty of Business and Tourism and the Faculty of Management Studies in Herceg Novi.
He explains that the new Law should determine precisely responsibilities in inspection supervision, i.e. responsibilities of a tourist inspector vs. inspector of the competent local self-government authority (article 121 of the Law on Tourism and Hospitality).
Županović further states that the new Law lacks certain penalty clauses for found irregularities: “The term ‘integrated hotel (combined)’ should be further elaborated, and tourism development strategy should be created both at the local and the cluster level. Secondary legislation referring to tourism development zones needs to be drafted as well.”
