According to the 2023 Census of Population, Households, and Apartments in Montenegro, 26.2% of the population has completed higher education, with one in four citizens holding a university degree.
Among residents aged 15 and over, 52.8% have completed secondary school, and 17.8% have completed only primary school. The highest level of higher education was observed in Budva (39.9%) and the lowest in Petnjica (6.3%).
Notably, 94.3% of the population aged 20-24 has at least completed secondary education, surpassing the EU average of 84%.
The age group of 30-34 has the highest proportion of university graduates at 45.7%.
Additionally, 44.4% of the population aged 25-34 holds higher education, slightly above the EU average of 43%.
The census also found 4,732 citizens without any formal education.
