Weekend Edition of Dnevne Novine daily reports that Montenegrin representatives received payments in the amount of almost 200.000 EUR for the period of 55 days. This information stems from the representatives’ payroll for the period of November 8th to December 31st of last year.
Opposition representatives from DF, Democrats, SDP and Ključ coalition were paid total of 141.212 EUR, despite the fact that they have been boycotting the Parliament since its constitution on November 8th. This means that these representatives will earn almost million EUR during one year, all while boycotting.
DF’s 18 MPs got paid 56.551 EUR. DF MP Branko Radulović received the highest payout in this period, in the amount of 4.395 EUR.
9 representatives of Ključ earned 25.682 EUR, and SNP MP Aleksandar Damjanović received the highest amount of 3.840 EUR.
Democrats’ 8 MPs received 23.180 EUR, while 4 representatives of SDP earned 10.137 EUR.
Ministry of Finance recently passed a decision that defines payout for opposition parties that are in boycott at 170.907 EUR a month, for party purposes.
In accordance with this decision, DF receives 71.907 EUR a month, Ključ (Demos, SNP and URA) 39.948 EUR, Democrats 36.397 EUR, and SDP 22.193 EUR.
These parties are set to receive 2 million EUR this year, despite their announcements that they will continue to boycott the Parliament.
Unlike them, parties that are actively taking part in the work of the Parliament will receive 189.087 EUR a month. DPS will receive 135.825 EUR, and coalition Albanians determined (Forca, DUA and AA) will receive 11.540 EUR, same as Croatian Citizen Initiative HGI. Bosnian Party and Social Democrats will receive 15.091 EUR each.
The resources allocated to the parties based on the Law on financing political parties are used to cover expenses of political subjects’ everyday work. These expenses include salaries, freelance experts and advisors, taxes, administrative and office expenses, including rent, transportation, event organization, promotion, international activities, workshops, public research, equipment, bank provisions and other similar expenses.
Article 11 paragraph 4 of the Law defines the amount of budget resources that will be allocated monthly to political subjects in the Parliament.
The Law states that the resources in the amount of 20% get allocated equally to political subjects in the Parliament and municipality assemblies, and the remaining 80% to total number of representative seats.
Paragraph 4 of this Article also states that should the MP or MPs abandon their spot in the Parliament or change a party after the constitution of the Parliament, the resources will remain with the political party that this MP belong to at the moment of constitution.
