The Ministry of Internal Affairs has stated for CdM that 191,519 adult Montenegrin citizens residing in Montenegro do not have an electronic ID card. The Ministry is calling on citizens to get their new ID cards by 30 March 2025 at the latest.
Considering that some clearly say that they do not want to do this, the Ministry says that its focus is not on punishment, but on encouraging citizens to change their ID cards in a timely manner, in order to fulfil their rights and obligations without hindrance.
The Ministry notes that an adult Montenegrin citizen residing in Montenegro is required to have a valid ID card issued in accordance with the Law on Identity Cards, while a Montenegrin citizen under the age of 18, residing in Montenegro, has the right to an ID card.
According to the Ministry, if there are initiatives to amend the law, that is, if the procedures related to the amendment of this law in the part of extending the deadline for changing identity cards are implemented, the public and citizens will be informed promptly.
The Ministry has stated that the Law on Identity Cards mandates citizens to replace their old ID cards within specified time limits, and failure to do so may result in penalties. Citizens can face a fine ranging from €120 to €300 for not submitting a replacement request within 8 days of the card’s expiration, invalidation, or when the need for replacement arises.
