There has definitely been progress – but on paper only, not really in practice,as far as Montenegro is concerned, as stated in the report on the progress in Montenegro’s EU accession which will be presented tomorrow in Strasbourg.
This report estimates that the critical points for all countries of the Western Balkans are those related to the rule of law, organized crime and corruption.
Slowing down of the reforms has been noticed in the Bosnia and Herzegovina as well, whereas Serbia will access to the EU only by implementing reforms and dialogues.
