State Election Commission (SEC) has submitted to the National Coordination Body (NCB) draft recommendations for safe elections and expects NCB to provide its opinion, said Mr Aleksa Ivanović, president of SEC.
Mr Ivanović said that SEC “will start development of the epidemic instructions as soon as it gets the opinion of NCB”.
The agreement that SEC should adopt mandatory epidemic instructions was reached at the Collegium session held on 15 July.
Rules stipulate mandatory hand disinfection before entering the polling station and during the voting process. If a voter refuses to disinfect hands, his voting right can’t be denied, but the space must be carefully cleaned once that person leaves the polling station.
Face-masks will be mandatory, expect when establishing identity of voters. Voters shall use their own pencils for voting.
Before coming to the polling station, voters will be required to measure their body temperature. If it is higher than 37,2 °C, they should contact their doctor. Voters displaying symptoms of disease, but haven’t been ordered isolation or quarantine measure, can vote but shall wear masks and gloves. Voters in self-isolation will vote under special conditions, in front of entrance door of the apartment or house.
Voting of COVID-19 patients in hospital is an unacceptable risk, the so called “red zone”.
Other person authorized by voters with confirmed infection will vote in their place.
Members of electoral boards will go through a special epidemic training which will be organized via online platforms or TV.
Not more than 50 persons will be required to attend training.
