To improve transparency and oversight of public spending, Montenegro’s Commission for the Analysis of Work and Temporary Contracts has rejected over 450 contract requests within state institutions. In just five months, the number of such contracts dropped by more than 11%, while temporary engagements were cut by over half.
Between January and May 2025, the Commission reviewed 159 requests covering 2,320 contracts. Of these, 1,862 were approved—mostly as renewals—while 452 were rejected. The Commission noted a clear downward trend in contract use: active work contracts fell from 1,885 in December 2024 to 1,668 in May 2025, and temporary job contracts decreased from 63 to 28 in the same period.
Most government bodies and public institutions, including the Ministries of Culture, Internal Affairs, and Justice, as well as the Montenegrin National Theatre and State Archives, reported reductions. However, some, like the Ministry of Education, saw an increase.
The Commission also reported 2,323 one-off contracts signed in March, April, and May 2025—most of them in cultural and educational institutions and public agencies. Over 2,000 of these were signed in May alone.
The Commission plans to continue monitoring and analysing contract practices, aiming for a 20% overall reduction by the end of the year to promote more efficient and transparent use of public funds.
