Parliamentary majority and the opposition have in principle agreed to hold all local elections in 2027 on the same day, the Parliament has told the RTCG portal. If implemented, this move would be a big step toward meeting the EU recommendations regarding the election reform. As they explained, if political circumstances allow it, the parliamentary elections – which are scheduled for the same year – would be held on the same day as the local ones.
A recently conducted research shows that in some European countries, when local mandates are cut short or snap elections are scheduled, councillors serve only until the first next regular elections, that is, they don’t serve the full mandate.
The goal is to hold all local elections on the same day.
The Research Center has carried out a study for the needs of the Parliament of Montenegro, i.e. it has compiled, systematized, and presented data on legal frameworks related to holding local, parliamentary, and presidential elections on the same day in several EU member states and countries of the region. The analysis focused primarily on Austria, Albania, Belgium, Denmark, the Czech Republic, Estonia, Finland, France, Greece, the Netherlands, Croatia, Ireland, Italy, Latvia, Hungary, Malta, Germany, Poland, Portugal, Slovenia, Spain, and Sweden.
In Montenegro, discussions are underway on how to organize all local elections on a single day, having in mind frequent election cycles. The Parliamentary Committee on Election Reform is expected to make a decision on the matter soon.
