The number of foreign-born people counted by census vs. the actual number

The population of Montenegro increased minimally over the past decade. The results of the census in Montenegro, published in mid-October, showed a 0.6% rise in the population compared to the 2011 census.

Of 623.633 Montenegro residents, 46.878 are foreign-born people (mostly Russians and Serbs), the census counts.

However, according to data of the Ministry of Interior from September 2024, that were submitted to Radio Free Europe, there are twice as many foreign nationals in our country.

The Statistical Office of Montenegro (MONSTAT) explains that the census included only those foreign-born residents who have been staying in Montenegro “over a year with the intention”.

The largest number of the foreign-born reside in Podgorica and the coastal cities.

In the 2011 census, there were around 28.000 foreigners in Montenegro, i.e. 5% of the total population.
