As daily Dan unofficially found out from the SDP leadership, the party will require the positions of the Deputy Prime Minister and Minister for Information Society and the Minister of Transport and Maritime Affairs. Vujica Lazovic and Ivan Brajovic, who left the SDP after the party congress are currently on those positions. They are working on establishing a new party now.
The major argument for the Government reconstruction would be the fact that the DPS and the SDP made the coalition agreement in 2012, according to which representatives of the SDP should be appointed to positions of the Speaker of the Parliament, the Deputy Prime Minister and the Ministers of Transport, Interior Affairs and Information Society.
As for the department of Interior, the current Minister Rasko Konjevic remained loyal to the SDP, therefore the disputed positions are those covered by Lazovic and Brajovic. The initiative should be formalised at the meeting of the Main Board which is expected to be held on Friday.
Tomorrow, the presidency of the SDP will discuss developments in the ruling coalition and demands for returning the ministerial mandates to the party.
According to the provisions of the coalition agreement between the DPS and the SDP based on which Mr Djukanovic became prime minister in 2012, the parties have indisputable right to define its own policies in terms of human resources and to propose ministers.
If the President of the DPS accepts the initiative of the SDP, new candidates for the ministerial positions will be proposed. However, if the initiative is rejected, the SDP can require the dismissal of the ministers in the Parliament or to launch a no-confidence vote against the Government.
According to the Constitution of Montenegro, Under the Constitution, the initiative to distrust the government shall be launched by at least 27 MPs. On the other hand, the no confidence motion shall be supported by 41 MPs, i.e. the absolute majority in the Parliament.
According to the unofficial information of daily Dan, the Presidency of the DPS will meet the next week too and one of the items on the agenda could be the situation in the ruling coalition, with emphasis on developments within the SDP and their demands for changes in the Government.
