Students with disability are free from paying tuition on two private universities as well, as well as on individual faculty units – the Faculty for management in Herceg Novi, Faculty for business and tourism in Budva, Faculty for business economics in Bar, as well as the Faculty for public and European studies.
Association of the youth with disability of Montenegro (UMHCG) thinks that freeing the disabled students from tuition is a compensation for inequality of the persons with disability in education, and on the other hand this decision is a strong incentive to reach the desired equality
“It is very important that in a time when most faculties are architecturally inaccessible, when there’s no available literature, no support services by the system or advanced medical and assistance tools, we free the students with disability from paying tuition so that they could use that money to cover the portion of basic living costs that are not provided by regular system of social protection and education, such as personal assistance, transportation and similar”, it was said from this association.
They reminded of the problem of inaccessibility of the faculties that are covered by this change of the UCG regulations and the fact that one of the conditions for foundation and engagement in an activity is providing an access for disabled persons, which the Ministry of education was obliged to provide specific regulation for, and only after fulfilling of this condition to issue licenses. They also invited authorities to solve this problem as soon as possible.
